Tom joined the Department of Scandinavian Studies at the University of Wisconsin-Madison in 2000.
He holds a Ph.D. in Folklore and Folklife from the University of Pennsylvania and teaches, writes and researches on a variety of Nordic topics, particularly Finnish and Sámi. He is currently director of the Folklore Studies Program and is a member of the Religious Studies Program as well.

Tom worked together with the University's Center for Russian, East European and Central Asian (CREECA) to plan and host the 2009 BALSSI, the Baltic Studies Summer Institute.
